Gateway Oil Terminal Damerjog (GOTD)

Djibouti

01. Project background

Modernizing the Gateway to East Africa

The Republic of Djibouti has emerged as a critical logistics and energy hub for East Africa, leveraging its strategic location at the intersection of major shipping routes connecting Europe, Asia, and Africa. The country’s vision to become the “Singapore of Africa” has driven significant investments in port infrastructure, free zones, and energy facilities.

The Damerjog Oil Tank Farm project aligns perfectly with this national strategy, providing essential petroleum storage infrastructure to support regional energy security and economic development. The project represents the first major private sector investment in petroleum storage infrastructure within the newly established Damerjog Free Zone.

Project GOTD will be part of the Damerjog Liquid Bulk Port in Djibouti Damerjog Industrial Park (DDIP). The DDIP is an industrial free zone project focused on heavy industry including oil, gas, ship repair, and livestock. Constructions for the industrial zone and port commenced in 2018 and comprises a total area of 30 km² and is located close to the border with Somalia.

Primary Objectives

Establish Regional Hub

Create a world-class petroleum storage facility serving East African markets.

Generate Attractive Returns

Deliver strong financial returns to investors while supporting regional development.

Ensure Operational Excellence

Implement best-in-class safety, environmental, and operational standards.

Support Economic Growth

02. Strategic rationale

WPS Strategic Pillars in Action

The GOTD addresses several critical market needs and strategic objectives:

Regional Energy Security

East Africa’s growing economies require reliable access to petroleum products to fuel economic growth. The region’s dependence on imports, combined with limited storage infrastructure, creates supply chain vulnerabilities that the GOTD project will help address.

Infrastructure Development

The project supports Djibouti’s broader infrastructure development goals, creating a modern petroleum storage facility that will serve as a regional hub for energy distribution and logistics.

Economic Impact

The GOTD project will generate significant economic benefits including:

  • Direct employment during construction and operation phases
  • Indirect economic activity through supply chain linkages
  • Government revenues through taxes, fees, and royalties
  • Foreign exchange earnings through regional service provision
